Buy a single card if you want one specific card. Buy a booster box if you want the experience of opening and a spread of a whole set. Buy a sealed promo pack if you want a shot at a small, hard-to-find set. The difference between them is randomness: a single is guaranteed, a pack or box is not.

Buy a Booster Box If…
You enjoy opening, you want a broad spread of a set, or you play. A box gives you 144 cards. Bandai doesn't publish pull rates or guarantee any chase card per box: you might pull a Secret Rare or a Manga Rare, but plan on it being a bonus rather than the point.
Buy a Sealed Promo Pack If…
You're collecting a short promo set that never reached retail. The ROUND1 Promotion Pack, for example, contains one random card from a ten-card, sports-themed Straw Hat set distributed through ROUND1 venues in Japan. Each pack is a single draw, so completing the set usually means buying several packs and accepting duplicates.
Buy a Single If…
You want one card and nothing else. A single is the only way to guarantee it, and for scarce cards it's usually cheaper than opening until you find it. Check what you're buying: a printed facsimile signature, for example, is not a hand-signed autograph, and a magazine promo may be sold as the card only.
A simple rule If you'd be disappointed not to get a particular card, buy that card. If you'd enjoy whatever comes out, open packs.
